Following the recommendation of the ECMWF Technical Advisory Committee in 2008 to delay an invitation to tender for the RMDCN for three to four years and given the fact that a procurement process would take at least 24 months, ECMWF presented a plan to the Committee at its 42nd session (October 2010) to initiate a procurement process for a new RMDCN.
The ECMWF Technical Advisory Committee supported this plan and established a Subgroup on the RMDCN to assist ECMWF in the definition of requirements for the future provision of a managed data network for the RMDCN, including their relationship to the use of the Internet, and to review the subsequent procurement process. The Subgroup was given the following terms of reference:
- to assist ECMWF with the definition of requirements for the future provision of a managed data network for the RMDCN, including their relationship to use of the Internet
- to review the procurement process and the project schedule
- to comment on the draft contract.
In preparation for the procurement of the future RMDCN service, it was planned to cover the various aspects of the procurement process during the subgroup sessions. Relevant issues were also be discussed with the wider RMDCN community, represented by the WMO Task Team on the RMDCN.
Further details about the the background of the RMDCN and the workplan can be found in the following document: RMDCN_Background_Information.pdf
Following an invitation to tender and a tender evaluation, ECMWF made the decision to select Interoute as the supplier for the next generation of the RMDCN. This decision was subsequently supported by the Technical Advisory Committee (TAC) at its meeting in October 2012 and approved by ECMWF Council at its meeting in December 2012. The resulting contract is available at the following webpage: Contract and other documents relating to GTT service
