Time steps: the same as surface level parameters
Soil levels: parameters should be provided on 4 model levels/layers.
The details will be added once the surface schemes' details are clarified by providers. At the moment it is still unclear if parameters will be defined on levels or layers, what will be the exact depths of levels etc.
