The L2B EE format IODD also provides information (indirectly) on what the L2B BUFR contains: AE_IF_ECMWF_L2BP_001_IODD_20180215_v3.10.pdf i.e. a subset ofthe of the L2B EE format data is copied over to the L2B BUFR.
