GRIB2 templates 4.51 and 4.91 had the keys "codeFigure" and "categoryType" in the wrong order. This was changed in the following way:

Key names for the limits were adapted to fit better with the WMO Manual of Codes from:
scaleFactorOfLowerLimit, scaledValueOfLowerLimit, scaleFactorOfUpperLimit, scaledValueOfUpperLimit
to
scaleFactorOfFirstLimit, scaledValueOfFirstLimit, scaleFactorOfSecondLimit, scaledValueOfSecondLimit.
The corrected templates are now in line with the WMO Manual of Codes.
