Description of the upgrade

Cycle 31r2 is a consolidation cycle. This cycle introduces the assimilation of new satellite data: winds from MTSAT (Japanese GEO satellite), and GPS radio occultation data from CHAMP, GRACE and COSMIC.

Implemented: 12 December 2006
