BUFR template used for wave buoys should be the same than for moored buoys (TM315008) or drifting buoys (TM315009) but, according to WMO website, . GTS headers should start with character string 'IOW' instead of 'IOB'. This issue should be clarified. IOB'.
It must be noted that another template for spectral wave data (TM308015) is under validation process. It should be used for other systems than moored buoys, including remote platforms (aircraft or satellite). GTS headers should start with character string 'IOW' in that case.
