Indicates Indicates transmission priority of a dissemination stream.

The priority value is an integer number between 1 and 99 with 1 being the highest and 99 being the lowest transmission priority.
Throughout one requirement the priority must be consistent per stream; eg stream oper can only have one assigned priority
