Atlassian Confluence requires that any user logged into the system is licensed, even if it is to access public areas like the Support Portal or the User Documentation. For this reason we do not allow any unlicensed user to login into Confluence via our single sign-on system. If for any reason you find a "Not Permitted" error while accessing Confluence public areas, just try logging out.

If you do believe that you should have access to the non-public areas of our Confluence system, then please create a ticket for our ServiceDesk, stating which area you want to access and who are your internal ECMWF collaborators or contacts points. Keep in mind that the ticket creation process will again ask you to log in, but no licence is required at that point to create a ticket.
