The spectral truncation can be reduced from an input field to an output field using the truncation option in INTOUT.
Rotated spectral coefficients are created by specifying the latitude/longitude of the point on the Earth which will move to the South Pole in the new field. The longitude rotation is done first, followed by the rotation in latitude.
