CMEM v5.1 (Jul 2015)

This new tag for the CMEM includes the following modifications:

* CMEM is now licensed under the terms of the Apache Licence Version 2.0
* The new version of CMEM does not include the Liebe parameterisation for the atmospheric emission to respect the license agreement.
* The GRIBEX IO has been removed as it was obsolete. IO possibilities are NetCDF, ASCII and GRIB API
* New default configuration is using the Wang dielectric option, Wsimple soil roughness and Wigneron vegetation opacity.
* Under the license agreement references are provided in the NOTICE ascii file provided.
* Snow grain size parameterisation accounted for
* Bug fixes in the porosity and soil roughness model codes.

Reported Bugs:
* fixed KIND declaration and use: dielice_sub.F90 and cmem_soil.F90
