Are the OpenIFS variables for U10 and V10 (GRIB codes 165 and 166) instantaneous values?

    Yes, they are instantaneous. Their full description can be found on the ECMWF Grib parameter database.  Also the OpenIFS model output page lists all model variables, the accumulated ones are indicated.
