Solution
Your file may be encoded as a multi-field grib file. By default, grib tools have multi-field support enabled and the API disabled. Check the examples to know how to enable this feature on your program:
- For Fortran77: multi_fortran.F
- For Fortran90: multi.f90
- For C: multi.c
