What is the relationship between ECMWF and Copernicus

Copernicus is an European system for monitoring the Earth. The Copernicus programme is owned and managed by the European Commission, but also involves many other organizations with specialist expertise, for example in operating satellites, in environmental monitoring, etcetera. ECMWF is an international weather forecasting centre and a world leader in meteorology and climate science. Read more about ECMWF.

ECMWF's role in Copernicus is twofold:

The European Commission delegated two Copernicus services to ECMWF, the Copernicus Atmosphere Monitoring Service (CAMS) and the Copernicus Climate Change Service (C3S).
The European Commission delegated the Copernicus Emergency Management Service (CEMS) to the Joint Research Centre (JRC), which in turn contracted ECMWF to be the computational centre for one of the CEMS components, the European Flood Awareness System (EFAS).

The technical annexes that set out what each Copernicus Service has agreed to deliver are available on the European Commission's Copernicus website.
