45r1 new parameters: max CAPE and max CAPES in the last 6 hours

With cycle 45r1 the following new variables have been introduced:

• Maximum CAPE in the last 6 hours (mxcape6)
• Maximum CAPE-shear in the last 6 hours (mxcapes6)

Due to computational constraints these two variables represent maximum values in the past 6 hours derived from hourly model output (not at each model time step). These new parameters help better assess the potential for convection than their instantaneous counterparts.
