Change of behaviour:
- ECC-1143: migration to ecbuild means min. reqd. version of CMake is 3.11
- ECC-935: GRIB2 coding of param 141
- ECC-811 shape of earth. grib1 to grib2
- The CMake option ENABLE_PYTHON will default to OFF (previously it was ON)
- This option will also be renamed to ENABLE_PYTHON2
- Change "grib_dump -D" for index files. No option is needed
